The Trump administration has systematically worked to deepen police cooperation on immigrant enforcement nationwide, with Washington DC serving as a particularly concerning case study. Since January, ICE has signed over 520 agreements across 35 states enabling local law enforcement to collaborate with federal immigration officials during routine patrols. However, the administration faced resistance from liberal cities with sanctuary policies that prohibit police from assisting immigration agents.

In Washington, the administration exploited the city’s unique status as a federal district to circumvent these protections. By declaring a “crime emergency,” they compelled local police to cooperate with ICE despite the city’s sanctuary law that previously prohibited such cooperation. The administration also leveraged the extensive federal law enforcement presence in the region, including the U.S. Park Police. Interior Secretary Doug Burgum deputized immigration officers to patrol with Park Police and granted them authority to pursue fleeing offenders.

Homeland Security spokeswoman Tricia McLaughlin defended the operations, stating that immigration officials had “arrested gang members, kidnappers, drug traffickers and other violent thugs” and emphasizing collaboration with local police and Park Police. However, the Department of Homeland Security did not provide data on how many of the 1,200 people detained for immigration violations had been accused of other crimes.

The enforcement tactics included “safety compliance” checkpoints on major streets during rush hour, outside popular restaurants after dark, and in residential zones during the day. Videos showed officers working alongside local police as drivers were pulled over for minor infractions like scooter violations.

While Mayor Muriel Bowser stated that local police would stop assisting immigration enforcement when Trump’s emergency order expired on September 10th, the federal deployment has established ongoing cooperation. The Metropolitan Police Department maintained policy changes allowing information sharing with federal immigration authorities about people not in custody, and continues working with a federal task force that includes homeland security officers.

My Opinion

This systematic dismantling of sanctuary protections represents one of the most dangerous assaults on local autonomy and civil liberties in recent memory. The administration’s exploitation of DC’s federal district status to declare a “crime emergency” is nothing short of authoritarian overreach—using emergency powers to circumvent democratically established laws protecting vulnerable communities.

The checkpoints targeting minor traffic violations reveal the true nature of this operation: not about catching dangerous criminals, but about creating a surveillance state where routine activities become pretext for immigration enforcement. The fact that Homeland Security refused to disclose how many detainees were actually accused of serious crimes speaks volumes about the actual threat level versus the political theater being performed.

As someone who deeply values constitutional principles and limited government, I find this federal coercion of local law enforcement particularly alarming. Sanctuary policies exist for important reasons—they ensure that immigrant communities can report crimes, serve as witnesses, and engage with law enforcement without fear of deportation. Destroying this trust makes all communities less safe.

The continued cooperation even after the emergency declaration’s expiration shows how temporary emergency powers can create permanent changes to governance structures. This sets a dangerous precedent where any administration could declare emergencies to bypass local laws and constitutional protections.

We must recognize these tactics for what they are: an erosion of democratic norms and civil liberties that threatens every American’s rights. The targeting of vulnerable communities through minor infractions represents the kind of governmental abuse the Constitution was designed to prevent. Those who value freedom and limited government should be the loudest voices opposing these dangerous expansions of federal power.
