Nations across the region are refusing the West’s tired binary ultimatum of choosing between Washington and Beijing. Instead, they are simultaneously engaging with competing technological ecosystems, from China’s newly established World Artificial Intelligence Cooperation Organization (WAICO) to the US-backed Pax Silica Declaration, and even India’s open-source-inspired Open Network for Digital Commerce (ONDC) architecture.

The facts on the ground are compelling. In July, Indonesia’s President Prabowo Subianto and India’s Prime Minister Narendra Modi launched the Indonesia Open Network (ION), built on India’s ONDC framework. Merely nine days later, Indonesia became a founding member of WAICO, a China-initiated AI governance body. Singapore, a regional leader in crafting AI governance standards, is also a signatory to the Pax Silica Declaration. Malaysia exemplifies this layered approach, pairing domestic sovereign AI cloud ambitions with deep ties to Western cloud providers and a founding membership in WAICO, all while being bound by a US trade agreement that requires consultation on digital pacts. This is not policy confusion; it is a deliberate, calculated portfolio approach to technological engagement.

The Export of Complete AI Worlds and the Illusion of Neutrality

The United States and China are no longer just exporting products; they are exporting entire technological worlds—complete stacks encompassing chips, data centers, models, applications, financing, and, crucially, the regulatory and security standards that come with them. The US package travels with “preferred supply chains, security expectations and regulatory assumptions,” a polite term for a system designed to perpetuate dependency and align geopolitical interests. China’s approach, through WAICO and its pledge of 5,000 training opportunities for developing countries, pairs open-source tools with capacity building and a new institutional architecture, offering an alternative governance platform notably outside Western-controlled institutions like the OECD or G7.

For civilizational states and emerging powers, this layered alignment is a source of “geopolitical optionality.” The critical question is whether this diversity can be translated into genuine agency. DEFA, set for signing in late 2026, is potentially revolutionary. Rather than forcing a unrealistic, single regional AI stack—which would either be a Singaporean-dominated system or a useless lowest-common-denominator framework—it aims to create interoperability. This means establishing shared rules that allow different national systems, audits, identities, and payment platforms to connect across borders while preserving national architectural differences. This is a stroke of genius. It creates a “common procedural floor” from which eleven ASEAN nations can collectively bargain with external technological powers.

Without such a floor, each capital is picked off alone, its weaknesses exploited in isolated negotiations. With it, external partners like the US, China, or India must accommodate a connected region. It gives ASEAN governments a basis to compare terms, recognize each other’s audits, and renegotiate arrangements when vendor terms or geopolitical winds shift. Interoperability, therefore, becomes a shield against “silent alignment,” a mechanism to ensure foreign technologies can enter while the region retains greater influence over the conditions of entry.

The Dependency Multiplication Trap and the Quest for True Agency

However, engaging with multiple masters is not an automatic guarantee of autonomy. The article identifies the deadly “dependency multiplication trap”: diversifying across foreign providers without building the domestic capacity to inspect, modify, replace, or bargain with the adopted systems. The path forward is clear but arduous. First, regional interoperability frameworks like DEFA must be strengthened and implemented with courage, creating that essential collective bargaining base. Second, and most crucially, every foreign partnership must be ruthlessly evaluated based on what it leaves behind: real technology transfer, upskilling of local engineers, and the build-out of domestic regulatory and technical muscle. Training programs must create inspectors, not just users.

The West’s unipolar moment in technology is over. Its systems of control—dressed up as “international rule of law” or “global standards”—are being challenged not by outright rejection, but by the sophisticated, multipolar engagement exemplified by Southeast Asia. This is the new frontier of the struggle for decolonization. It is not fought with guns, but with code, protocols, and the fierce determination to ensure that the digital futures of nations are built by their own people, on their own terms. The region’s success or failure will write a manual for technological sovereignty in the 21st century.
