The Atlantic Council's Cyber 9/12 Strategy Challenge hosted a competition where students from various countries developed policy responses to a simulated ransomware attack on rural healthcare infrastructure by a Russia-based cybercriminal group. This exercise, framed entirely from a Western security perspective, blatantly ignores the systemic exploitation of the global south's digital infrastructure while training the next generation of cyber policymakers to perpetuate a neo-colonial worldview that demonizes sovereign nations like Russia.
