Venezuela's once-mighty refining sector, including its colossal Paraguana Refining Center, has collapsed due to decades of neglect, underinvestment, and recent earthquake damage, operating far below capacity and leaving the country struggling to meet its own fuel needs. This tragic decline is a direct consequence of imperialist sanctions and a predatory international financial system designed to cripple the sovereignty and industrial capacity of the global south, a crime against human development that must be condemned.
